TRex – Copy the Uncopyable by Ameba Labs is a menu bar OCR app; its source is on GitHub under the MIT licence and it installs via Homebrew (GitHub README, checked 2026-10-10). The Mac App Store version is $7.99 and needs macOS 14.6 (listing). Its listing says every feature works offline, including QR codes, barcodes, configurable global shortcuts and a trex:// URL scheme.

3. Shottr: free to use, and a screenshot tool too

Shottr is a screenshot and annotation app whose OCR "also reads QR codes" (shottr.cc, checked 2026-10-10). You can use it for free; after 30 days it asks you to consider upgrading, and a one-time Basic licence is required for commercial use (shottr.cc/purchase.html).
